Due to lack of funding.
Currently the US-developer is looking for investors who want to pump several millions of US Dollars into the project.
Will finding investors be successful?
Will there be people sitting on money seeing El Triple as a good investment?
Time will tell.

Their artistic rendition leaves a lot to be desired. If that is what they are showing to potential investors, it's no wonder they are having trouble finding backers. They need advise on how to design a community/resort.
